DO WE MERGER OR RAID THE PERMANENT FUND?

This week the State Legislature is contemplating how to deal with our alleged fiscal gap. I believe we have a SPENDING PROBLEM in state government instead. There is a solution rather than spending any of the Alaska Permanent Fund.

By reviewing the most recent on-line financial statements for 3 of our state agencies, there is surplus money available:

  1. Alaska Energy Authority (AEA), already a division of AIDEA
    Fund balance = $423 million
  2. Alaska Industrial & Export Authority (AIDEA)
    Fund balance = $822 million
  3. Alaska Housing Finance Corporation (AHFC)
    (For June 30, 2003)
    Fund balance = $1.783 billion

Merged, the combined fund balance is $2.983 billion. We can transfer $2.4 billion to the Constitutional Budget Reserve & leave working capital in a combined AHFC (with AIDEA & AEA as divisions of AHFC) of $583 million. This amount should be sufficient to carry out all loan, grant, & operational programs of each of the divisions. Added to the $1.9 billion in the Constitutional Budget Reserve, the balance is now $4.3 billion, the exact amount Gov. Murkowski announced in his 2004 Budget Address to the Legislature was the cumulative budget deficit through 2011.

Get your state representative or senator to sponsor or co-sponsor such legislation & leave the Permanent Fund alone. Tell them by doing so, you will definitely support their re-election. If not, tell them you will look to others to support in this fall's general election. Show them that they can be a hero to a majority of Alaskans if they do the merger rather than raid the Permanent Fund.

I WISH TO CONVEY MY DEEP APPRECIATION TO YOU FOR DOING YOUR PART IN PROVIDING A MEDIA SOURCE WHERE CITIZENS CAN SHARE THEIR INFORMATION, THOUGHTS AND CONCERNS WITH OTHERS ... WITHOUT THE EVER GROWING REALITIES OF CENSORSHIP BY AN AGENDA DRIVEN "GATE KEEPER". I have contributed letter to FREEDOM WRITER AND NUMEROUS WEBSITES IN AN EFFORT TO SPREAD MY MESSAGE(S).

I have a great deal to say ___ yet have found that CENSORSHIP is alive and well in AMERICA! I have encountered censorship (not for legitimate reasons, but due to my strong highly knowledgeable political views) in national and international newspapers forums and WEBSITES ie: Guardian Unlimited has deleted Several posts about Iraq. Christian science monitor has also... to my dismay censored me. I even received a very hostile e-mail from CS MONITOR TALK MODERATOR. Who was clearly out of line nad when i asked why? HE COULD NOT provide a credible or logical basis as to why my post had been deleted.

This surprised me as I have promoted Christian Science Monitor.com as a highly reputable news source, to everyone I meet and had posted several times in the past under name...USACITIZENS4TRUTH.

IT IS A VERY DIFFERENT AMERICA, SINCE SEPT 11th... THAT WE NOW LIVE IN. THE ONE THING I AM CERTAIN OF...IS THAT WE MUST NOT SUBMIT TO THE TYRANNY OF INTIMIDATION, HARASSMENT OR THREATS BY THOSE WHO WISH TO SILENCE DISSENT. I only happened upon your site accidentally while doing research re mountain lions making a comeback to the eastern states which alarms me. I live in Denver, CO area and they are spotted in the city.

The treehuggers think it is great but these animals are cunning killers! We need to keep them out of our cities and under close control and limit breeding of the beasts. I like our website. I will probably be called all kinds of bad things, but, humans first, please!

NEW QUESTION SHOULD BE ADDED TO DIVIDEND FORM

The Alaska Permanent Fund Dividend applications have arrived in the mail. There are seven questions on the adult dividend application form.

I propose a modification to this form, an eighth question to be added: “Do you want to place 100 percent of your dividend into the Alaska State Treasury to help close the state’s financial gap?” Yes or No.

This will accommodate those residents in above average tax brackets, and perhaps some who aren't, who advocate the permanent fund dividend be used to balance the state budget.

MADD IS A HATE GROUP

(MADD is a hate group, without question) (Is also a secret form of gun control as millions are arrested but do not realize any alcohol related "conviction" along with reckless driving takes away your right to purchase a gun)

I have been reading your articles and they are RIGHT ON!!! I have always been a firm believer that our rights are being eroded. But the method is brainwashing by first convincing people that their agenda is for the safety of the people, as with Madd, then villianizing even the social drinker and destroying their constitutional rights, totally, and without mercy.

What a horrible organization. It is destroying lives and especially the young. I am 52 years old and am at wits end. I was stopped going to the store for milk after drinking some wine. You would think I just put a gun to someone's head (of course this is what Madd equates it with). I cannot believe this. No rights. Double jeopardy. Convicted on the spot and now awaiting my second "conviction".

Here is the story if you have time to read it.

I don't know what to do. I know what is happening, in schools (they are modern day prisons), to ALL of our rights including bearing arms, the fear people have of joining any political organization and now I have heard that the IRS can have jailed those who are tax dissenters, and so on and so on and so on ....

Anyway, here's what happened:

The new mandatory laws FOR DRINKING are horrible. (I have not had a drink in nearly 13 years so all these new laws and Madd I have just not been paying attention to, just minding my own business...). About six months ago I decided to drink some wine after work, one evening, when I was stressed to the max. I am a truck driver and start driving at 2:30am, NEVER drink while working, only after work, perhaps two or three nights a week. One night, after work, I drank some wine, realized I was out of milk, and decided to go to the store. I got stopped on the way because I turned right on a red where and a no turn on red sign was placed....(it is a trap. The light itself is three times as long as any other light then the sign was placed and then the police sit on a side street just to catch people and write tickets. Not what the police used to do when I was a kid). Now my life is over.

They made me do incredible things on the side of the road for the whole world to see, walk a line, stand on one foot, say abc's, count forward and backward, do finger tests, follow a little red light, all with flashing lights and a spotlight. Made me blow into a machine and told me if I didn't I would receive six points on my license. All this AFTER he called another officer to come in another car with more flashing lights and a video camera. I begged for mercy, please let me go, but I was handcuffed and taken to jail, pockets emptied, frisked down, picture taken, like I cannot even describe. My license was DESTROYED, and now because of MADD, even though this is my FIRST OFFENSE EVER, I am being treated like a FELON. And, because of mandatory sentencing, my life is over. I was not allowed to stand on any constitutional rights. I had none. I was CONVICTED on the spot, ALL RIGHTS DENIED, NO RIGHT TO REMAIN SILENT AND IF I DID I WOULD BE PENALIZED FOR IT. NO RIGHT TO CALL AN ATTORNEY, NO RIGHT TO BE SAFE IN MY PERSON, NOR EFFECTS, LICENSE WAS DESTROYED AND WITHOUT BEFORE EVEN BEING CHARGED.....

My company told me they could no longer take me back. The insurance company will now use my misfortune to pad their pocketbooks. The state has imposed outrageous fines (constitution is supposed to protect us from excessive bail, fines, cruel and unusual punishment....destroying a person only source of income is not cruel and unusual?) and now I need an attorney and all this BEFORE I AM EVEN CONVICTED OF A SINGLE THING!!!

What did I do wrong? Go to the store? "They" think because some statistics show that SOME people who have drank WAY TOO MUCH have caused an accident , I MIGHT get into a fatal car accident (but I wasn't drunk), and because "they" know what's best, as determined by madd, I should be totally destroyed, without rights of any kind, like a murderer or bank robber. I knew I could drive (I was under what is known to be "drunk"...a .15 but Madd's agenda is to keep it self perpetuating and not interested in getting the drunk off the road, just anyone who drinks so they can continue receiving their fat paychecks, of which the head, gets $170,000/yr) and knew I could get back without a problem. (I DID NOT place ANYONE at risk. I drank some wine, which is legal by the way, and went to the store.)

That is it. I was NOT drunk. I was NOT impaired. There was no accident. No one was hurt or injured. We are allowing "machines" to determine whatever "truth" it wishes to impose.

I did not "blow a light" but proceeded cautiously AFTER stopping. Did you know these "tests" are accumulative? Did you know that if you "blow" once, then told to "blow" again, it raises the point to whatever "they" wish it to be?).

I was less than a quarter mile from my home. But ok, I will not ever do that again, but there are no second chances. I have talked to many who have had their lives altered and bank accounts drained yet none like me. They can still go to their jobs and work but a CDL holder gets only one license.

I worked hard to get that license. I have worked hard since I was 24 years old (I am 52 now) to live a good and decent life and in one swipe I am cast aside like a piece of garbage, good for nothing but to pad pocketbooks and use as a meal ticket for lawmakers, and the state and the city and the insurance companies and the attorney's. THIS IS BIG BUSINESS FOR THE STATES.

This is a NIGHTMARE. I will lose my children. My mother depends on me for extra money and takes care of her alzheimer's husband. My company will not take me back and the insurance company for my truck will cancel me (I am an owner/operator), yet even if by some miracle they did (but I just received a letter which states there is no way the company can keep anyone who gets anything on their license, involving alcohol, I would still have to go through a SUBSTANCE ABUSE PROGRAM.....(I DO NOT take drugs) for them, not to mention, for the "state", a MADD program, community service, AA, OUTRAGEOUS FINES, and then be fed to the insurance companies who are feasting on these new laws. The state then only allows me to drive when they say I can and not even to the store.

WHAT ON EARTH IS GOING ON?

I guess I was living like I was in my twenties, thinking the police were on my side. But when that officer pulled me over, he lit up like a Christmas tree, I was a big fish for him, I couldn't believe it. I was a non person, he didn't hear me at all. I was a feather in his cap, job security, a promotion or something. It was horrible.

Fascism is described as when there is a strong adherence to "the law" (which are being made and passed by the legislature without regard to the citizen and their rights but only to satisfy the most prevailing, self-serving, political group), the "state" is more important than the individual, though corporations are still privately owned, with a strong federal government.

Sounds like the U.S. to me.

What the hell is going on? There is no mercy for a first time offender. The hammer has come down on me as I was just going along not realizing what has happened in this country.

They have taken my life, my freedom, for one single thing which has not even, as yet, been proven!!!!!!!!!!!!

I am out of my mind and having serious suicidal thoughts. I don't do anything but work and take care of my kids and my mom. I cannot believe this. I just cannot believe this.

WHAT COUNTRY AM I IN?????

If the laws of today were in force 25 years ago, an entire generation would be in jail, (which includes those who are passing these laws today), for what, just living? And, I am not referring to just the drinking laws. Plus, what is being done to kids under 21 with this "zero" tolerance is horrible. What, they are not real people with rights????!!!!!

My life is over. I have no way to make an income. Sure, I do realize now I should not have gone out the door, but I thought this government, and it was like this at one time, cared about the results, not just punishing a person. This is more than I can bear. I am guilty of making a mistake, I committed no crime, I hurt no one, I had no evil intentions. This law is dealing with probabilities, not crime. I could have done this or that could have happened, but it didn't. I thought the law was in place to protect us of our rights, not to make laws and throw our constitutional rights out the window.

I am not the only person this organization has systematically destroyed. There are a hate group but has the world convinced they are justified.

This group is just another method the government is using as an avenue to destroy our rights and the constitution. There are billions of drivers and lots of money to be made. And once our rights are gone, and our weapons as well, we are sitting ducks.

MADD is taking away ALL constitutional rights! The social drinker is being treated like a felon (WHICH TAKES AWAY THE RIGHT TO PURCHASE A GUN AS WELL, how convenient) and no one is paying attention!!!!!People are so brain washed they think this is what honest, hard working people DESERVE!!!

NEWS FROM LUCY KAPLANSKY

Hi everyone,

I know I haven't written in a while, but I have a really good excuse and wonderful news: in November, my husband Rick and I traveled to China to adopt our baby daughter Molly!!! We are totally in love with her and have been since the moment we saw her, in Chongqing, one of the largest cities in the world, with 10 other families. They brought out the babies one at a time, and Molly was second to last, and I was weeping by the time they put her in Rick's arms. She smiled at us and was laughing within 15 minutes, and that was it, she's been smiling and laughing ever since.

Molly is one year old, and she's incredibly happy, sweet, easygoing, a GREAT sleeper (everyone tells us that we don't know how lucky we are, I told Richard Shindell about Molly's sleep habits and he said "Nobody sleeps like that!"), very silly and funny and goofy, alert and observant, and just BEAUTIFUL. We are truly blessed to have found her.

The trip to China was the most extraordinary experience of our lives, and the Chinese people were sweet and warm and were literally coming up to us on the street smiling and touching Molly, we're told they're happy for the babies who are adopted by American families.

So I've been taking time off from performing, staying at home just being Molly's mom, which is as wonderful as everyone always told me it would be. And she definitely knows we're her mommy and daddy, and she's even started saying "Mama" and "Dada."

So that's by far the biggest news in my life. But one other thing I want to tell you about, the second biggest news, is that my new album is going to come out on February 10!! It's called "The Red Thread", which refers to the ancient Chinese belief that when a baby is born she's connected to everyone she'll ever know in her life by an invisible red thread. The thread can stretch or tangle, but it will never break. The album is really about those kinds of ties, to my husband and daughter, to my family, to my friends, and to the people around me in New York City.

The album was produced by the great Ben Wittman, who produced my last two albums, and the band includes Jon Herington and Duke Levine on guitar, and Zev Katz on bass. I also had some pals of mine sing teriffic harmonies: Eliza Gilkyson, Jonatha Brooke, Richard Shindell, and John Gorka.

The album has 6 original songs and 4 covers, by James McMurtry, Bill Morrissey, Dave Carter, and Buddy Miller/Jim Lauderdale. My song "Land of the Living", about the aftermath of 9/11 in New York City, is on the album.

And there's also my very first piano-vocal performance, a new song about New York called "Brooklyn Train", (an homage to Walt Whitman's "Crossing Brookyn Ferry.")

The album will be available in stores and on the web at places like Amazon.Com. I'm really looking forward to getting back on the road,starting in mid-January (I will have copies of "The Red Thread" available for sale at my shows). Some of the shows will be benefit concerts for a wonderful organization called "Half the Sky", a foundation that improves life for children in Chinese orphanages. Life is great here in New York City, although it seems like it's been freezing cold forever. My daughter Molly is growing and thriving, developing new skills so fast we can hardly catch our breath. She's standing by herself now for extended periods of time, and we think she'll be walking pretty soon! And she's so funny, nobody told me how much laughter is involved in being a mom.

My husband, Molly and I went on the road together for my first shows since we adopted her. Believe it or not, we were traveling in New England during that incredible deep freeze a couple of weeks ago; one night in New Hampshire it was 20 below, without the wind chill! Molly loved the cold for the 5 seconds that we let her be outside, especially when it was snowing too, and she was a great traveler in every way, and the whole thing went swimmingly. She did come to one soundcheck, and was interested in watching mommy on stage for about a minute, and then was much more interested in everything else. So anyway, we're planning to do lots more traveling together to my gigs this spring (she won't be at the shows, though, she goes to bed at 7 pm!)

I just did a show with Greg Brown and Beau Ramsey in Iowa and we did some singing together at the end. Greg sang harmony on "I've Just Seen a Face" and "She Thinks I Still Care", I had no idea he was such a good harmony singer!

I also performed on "Mountain Stage", the public radio show, this last weekend, and got to meet the Flatlanders, who were awesome, and also the Mavericks, and Olabelle, a great new band. I sang songs from my new album, and even performed one on the piano. I don't have the air date yet, but I'll keep you posted.

So I'm really excited about my new album, "The Red Thread," which will be in stores on February 10. (I also talked about the album in the most recent note on my website.) So far it's getting pretty great reviews, I'm happy to say, and quite a bit of radio play. I was actually driving near Boston the other day and was flipping through radio stations and I heard a song that sounded familiar, and then I realized it was me, and it was the song "Line in the Sand"! (It was on WUMB.) It's always so exciting hearing myself on the radio, especially because this was the first thing I'd heard from the new album.

There's also an article about me in the current "Performing Songwriter" magazine, and I'll keep you posted about any others. Also, for folks in the New York City area, I'll be interviewed on WFUV, 90.7 FM, on Sunday morning, February 8.

And I'll be unveiling a brand new website in the next week or two with lots and lots of new stuff, including a lot of never before seen photos. So look for that.

I want to thank everyone who sent such incredibly nice congratulatory emails, I can't write back to everyone, but I want you guys to know how much your letters mean to me.
